Despatch from Shanghai No.351 of 4/11/1936.

With reference to Mr. Howe's despatch from

the Embassy at Nanking No.36 Tour Series of the 2nd.

July, 1936, I have the honour to enclose a copy of

Consul-General Sir John Brenan's despatch from Shang-

hai No.351 of the 4th November, 1936, reporting that

the abuse of British extraterritorial treaty rights

by foreign interests acting under cover of our com-

pany legislation has again been brought to public

notice in a case recently tried by His Majesty's Su-

preme Court in Shanghai. I venture to hope that the

question of amending legislation governing the regis-

tration and control of British companies in China as

advocated in Sir Alexander Cadogan's despatch No. 37

of the 9th January 1936 will not be overlooked.
